One of the goals of NOC is to bring classes to neighborhoods which specifically address the needs of the people. 

For example, the Basic English classes for stay-at-home moms are offered in the NOC Program Center in the Oaks.  Mothers of young children find it almost impossible to take English classes offered elsewhere on the island and care for their very young children.  But when classes are offered in the neighborhood, many show up to take them.  While the moms are learning English, most of their children are cared for by another neighborhood mom in the "bedroom" of the same apartment.
